Dear Esteemed Members of the Election Committee, I hope this message finds you well. I wish to extend my heartfelt gratitude for your unwavering support, which has allowed me to serve as a member of the 7th Legislative Council of the HKSAR. Over the past four years, I have dedicated myself to my duties, and it is with your continued encouragement that I stand before you once again, seeking re-election for the Election Committee constituency in the upcoming 8th Legislative Council election. My campaign slogan for this election is “Pragmatic & Innovation." I firmly believe that a representative for the Election Committee constituency must possess both a long-term vision and meticulous attention to detail. This dual approach is essential for planning Hong Kong's future while effectively addressing specific needs. It is vital to collaborate with the SAR Government, the business sector, and other stakeholders to dismantle barriers, streamline processes, and ensure that policies benefit the people of Hong Kong. During my term, I have focused on substantive issues that impact our society. From advocating for comprehensive population planning to addressing Hong Kong's declining birth rate, my work has been driven by our collective progress. My central aim has been to tackle the complex challenges posed by this decline, urging the government to implement a comprehensive strategy that includes enhancing child-friendly spaces and reforming housing, healthcare, and taxation etc. I am proud to say that many of these recommendations have been embraced by the government, as evidenced by the Chief Executive's recent Policy Address, which marks a significant shift in our approach to population policy. In addition to my domestic efforts, I have actively engaged on the international stage. As part of the Legislative Council's liaison delegation, I have visited various countries, forging alliances with political and business leaders in ASEAN and the Middle East. Notably, I was the first in the Council to propose enhancing local halal certification and services for high-end tourists, and I have facilitated connections between overseas halal certification representatives and industry leaders in Hong Kong. As well, working in collaboration with the relevant bureaux to promote Hong Kong's Modular Integrated Construction (MiC) method to business communities in the Middle East, helping to export 'Made in China with Hong Kong Standards' and unearth potential international opportunities for Hong Kong. Recognizing the expectations placed upon our civil service, I have collaborated closely with relevant bureaux to enhance governance efficiency. This year, as Chairman of the Panel on Public Service, I organized a committee visit to Shenzhen to study AI applications in public services. This initiative has sparked concrete research into utilizing AI to improve governance and reduce costs. As I seek re-election, I remain committed to using the platform of the Legislative Council to contribute innovative ideas and strategies for Hong Kong's population policy, governance efficacy, and economic development. Guided by the principle of "Pragmatic & Innovation," I look forward to working alongside you to propose feasible solutions for our community.
