During the Seventh Legislative Council Election, Hong Kong was facing the

challenges of the fourth wave of the COVID-19 pandemic. After being elected, Hok Fung led his team into the community to distribute anti-epidemic supplies, helping residents navigate this difficult period together. Whether it was vaccines, masks, or medical support, the Chinese Mainland consistently provided timely assistance to the HKSAR, standing as Hong Kong’s steadfast and reliable backing.

 

Over the past four years, Hok Fung has personally witnessed Hong Kong’s significant transformation—from chaos to order, and from stability to prosperity. Notably, during his tenure, the HKSAR and the Legislative Council successfully fulfilled their constitutional duty by enacting local legislation for Article 23 of the Basic Law. Emphasis has been placed on safeguarding national security and resisting external interference. Citizens are now more aware of the importance of strengthening governance in all aspects—addressing grassroots housing issues, supporting the recovery of small and medium-sized enterprises, and promoting tourism development. Through steady and pragmatic measures, people are beginning to see real improvements in their daily lives.

Hong Kong’s progress is built on the contributions of every citizen. Hok Fung remains committed to engaging with the community, listening to public concerns, and working hand-in-hand with residents to build a more stable and compassionate home. Relaunching the “Tenants Purchase Scheme” & Enhancing Home Ownership Opportunities .Call for the relaunch of the "Tenants Purchase Scheme”proposing the sale of public housing estate units aged between 20 and 30 years. .Introduce the “Pilot Scheme on Private Developer Participation in Subsidised Housing Development” to increase the overall supply of subsidised housing. Promoting Economic Growth and Developing Rural Tourism. .Urge the government to promote rural tourism and expedite implementation of the “Beach-sustaining-Beach”initiative and the enhancement of homestay policies. .Call for the expansion of the elderly-friendly product market, including the introduction of soft meals to encourage seniors to dine out. Improving the Transportation Network: Urging for the Early Implementation of the South Island Line (West) .Wah Fu Estate is expected to increase its housing units to 12,200 upon redevelopment, significantly increasing traffic pressure in the area. .Advocate for the adoption of a “Smart and Green Mass Transit System” for the South Island Line (West), scheduled to begin construction in 2027. .Call for the implementation of the "infrastructure first" approach to finalize the route alignment early, ensuring it aligns with the population influx from Wah Fu Estate redevelopment. Creating a Liveable Environment: Building a Continuous Island Waterfront Promenade .Monitoring the government’s progress in launching the Kennedy Town Broadwalk project following the passage of the "2024 Protection of the Harbour (Amendment) Bill". .Advocate for the development of a continuous waterfront promenade connecting Kennedy Town to Shau Kei Wan. Improving the living environment in aged districts Launching " Operation Building Bright 3.0" .Launching " Operation Building Bright 3.0" scheme to expedite the implementation of building improvement works. .Optimizing the Urban Renewal Authority's "Smart Tender" scheme including providing designated consultant firms as "appointed consultants" to expedite projects. .Urge the Government to establish a "Voluntary Building Maintenance Agency Service Scheme", allowing three-nil buildings to proactively apply for the scheme. The Buildings Department is to handle the inspections and necessary maintenance works on behalf of building owners, and will recover the costs from the owners. Achievements .Safeguarding National Security, the LegCo unanimously passed the “Safeguarding National Security Ordinance”. .Actively relaunching the "Tenant Purchase Scheme" to reshape the homeownership ladder. .Promoting rural tourism economy, facilitating "beach-sustaining-beach" initiatives and optimizing homestay policies. .Establishing the "Silver Economy Development Alliance" to diversify elderly-friendly products for senior citizens. .Amending legislation to "remove barriers for minor works", allowing the future building of boardwalks along the waterfront and continuously optimizing waterfront facilities.
