For the country

dovetail national policy and promote the modernisation and industrialisation of the Chinese medicine industry

  • Strengthen collaboration with the mainland's Chinese medicine sector to support the development of high-quality Chinese medicine hospitals, Chinese medicine specialist services, talent training bases and I&T platforms in the Guangdong-Hong Kong-Macao Greater Bay Area.

  • Strive for the governments in the "Guangdong-Hong Kong-Macao Greater Bay Area" to study and develop a remote Chinese medicine Healthcare system, which includes electronic health records, remote clinical treatment

  • Strive to set up a common market for proprietary Chinese medicines in the Greater Bay Area, to allow the circulation and sales of proprietary Chinese medicines in the Greater Bay Area registered in Guangdong, Hong Kong and Macao, and create favourable conditions to expand the market

  • Strive to set up a "Great Bay Area Chinese Materia Medica International Trading Platform" in Hong Kong to fully tap into Hong Kong's strengths, such as its trading channels and platforms, and the externally oriented advantages of the Greater Bay Area, and promote Chinese medicine to the world

Esteemed Members of the Election Committee:

Traditional Chinese medicine is our national treasure. In 2019, the country issued important instructions on the work of traditional Chinese medicine: we must treasure the legacy, inheritance and innovation of Chinese medicine, promote its modernisation and industrialisation, and actively contribute to building a healthy China.

The LegCo needs a voice from the Chinese medicine industry sector to fully implement the country's important discourses and instructions on Chinese medicine to continue to "Leverage Hong Kong's Advantages, Meet the Country's Needs". Additionally, it injects impetus into Hong Kong's economy, strengthens the Chinese medicine industry's productivity and development, promotes its legacy and innovation, and safeguards Hong Kong citizens' health and well-being.

I enlist your support for the Chinese medicine industry and to support me in the LegCo by-election, to promote the Chinese medicine industry and contribute to our nation, Hong Kong and its citizens!

Three Commitments

1. Unite the industry to promote the legacy and innovation of traditional Chinese medicine

I shall actively unite my colleagues in the Chinese medicine industry to promote the legacy and innovation of traditional Chinese medicine. It allows Chinese medicine to play a more significant role in anti-epidemic efforts and help enhance the healthcare system. I strive to create more value for Hong Kong's economy by championing growth in the Chinese medicine industry, in line with the goals set out in the nation's 14th Five-Year Plan for Traditional Chinese Medicine Development.

2. Closely liaise with Election Committee members to foster unity and progression in society

I shall liaise with Election Committee members, hear the views from various sectors and organisations, foster exchanges and serve the community's overall interest with a rational and pragmatic attitude. The goal is to promote social harmony and development.

3. Fulfil my responsibilities as a monitor and facilitate good governance

I shall assist the SAR Government in improving governance effectiveness by making the most of my role as a monitor when scrutinising bills and financial provisions. Additionally, I will offer constructive suggestions and commit to policy research and advocacy to assist the SAR government in developing the economy more effectively and improving livelihoods.

Four Manifestoes

1. Promote the legacy and innovation of traditional Chinese medicine

Enhance Chinese Medicine services and the healthcare system

  • Develop Chinese medicine services to cover primary care providers, specialist outpatient and inpatient services to better safeguard the health of citizens.

  • Tap into the strengths of Chinese and Western medicine to complement each other.

  • Give full play to Chinese medicine's unique advantages in preventing illness and treatment and creating a healthy city.

  • Incorporate Chinese medicine departments in the public healthcare system, allowing such services to be provided in public hospitals to promote the development of Chinese medicine inpatient services.

  • Enhance resources to allow care homes to purchase Chinese medicine services to enable residents to enjoy more therapeutic options.
     

Seize the opportunity to develop the Chinese medicine industry

  • Strengthen exchanges and cooperation with the Chinese medicine industry in the Mainland, construct Chinese Medicine Highlands in the Greater Bay Area to build high-quality Chinese medicine hospitals with specialist services, and lay the foundations for talent training and I&T platform.

  • Modernise the Chinese medicine industry and promote its development, create employment opportunities and bring about high-quality industry development to launch the Chinese medicine business globally. 

  • Allow Chinese medicine practitioners and other medical professionals to refer patients, promoting effective collaboration between Chinese medicine and other medical professionals to achieve a synergistic outcome and protect citizens' health.

  • Promote the development of Chinese medicine specialist services and establish a system for Chinese medicine specialists, to enhance the professionalism and competitiveness of the industry, and defend the patients' interests.

  • Establish a statutory registration system for Chinese medicine pharmacists to improve the industry's standards and ensure medication safety for the public.

2. Carry forward Chinese culture and strengthen the population's national identity

  • Urge the Government to actively formulate policies that promote Chinese culture through community involvement to encourage citizens' practice and appreciation of Chinese culture. Organise various festivals to showcase Chinese values and cultural charms to the world. 

  • Subsidise and encourage NGOs, research institutions and universities to strengthen their studies of Chinese history and Chinese cultural arts.

  • Urge the SAR Government to enhance educational materials for Chinese history and civic and national affairs. Incorporate Chinese cultural studies into primary and secondary education. Deepen the population's sense of national identity and understanding of national affairs, raise their sense of belonging and respect for the country.

3. Consolidate Hong Kong's advantages and promote integration into the national development blueprint

  • Support the SAR government and give full play to Hong Kong's unique advantage of backing from the country and ease of access to the world. Consolidate Hong Kong's status as an international financial, shipping and trade centre. Maintain a free, open and safe business environment under the rule of law, expand and facilitate its exchanges with the world, and promote its "super-connector" role

  • Support the SAR government to promote exchanges, networking and cooperation between Hong Kong and Greater Bay Area cities, including promoting deeper financial cooperation between Hong Kong and Greater Bay Area cities, allowing them to play dual engine roles for the country. Promote the development of the Northern Metropolis and build an international I&T centre, and deepen cooperation with Shenzhen. Strengthen the economic and trade relationship between Hong Kong and ASEAN, and dovetail the national 14th Five-Year Plan, outline for the Greater Bay Area and Belt and Road Initiative.

  • Strive to facilitate Hong Kong people working and living on the Mainland and help them solve any concerns and difficulties.

4. Resolve long-standing problems in Hong Kong with appropriate solutions

  • Urge the SAR Government to develop more land through a multi-pronged approach and to break through the bottleneck due to socio-economic constraints. Increase housing supply, provide ample activity space, and ensure land resources are used in the public's best interests

  • Urge the Government to maintain market fairness, prevent monopolies, support SMEs, and increase upward social mobility. The Government should address the issue of poverty, and defend the interests of grassroots citizens and underprivileged groups, to ensure the general public can share the fruits of development in a growing economy. 

  • Urge the SAR Government to enhance the quality of education, and nurture a generation that loves the country, loves Hong Kong, and possesses a global vision and professional skills. Address young people's pressing concerns and provide more youth-oriented opportunities to help them achieve their dreams.

Proactively participated in anti-epidemic works 

  • Spearheaded a pilot scheme with the Hong Kong Registered Chinese Medicine Practitioners Association and the Hospital Authority to support the use of Chinese medicine in elderly care homes to relieve the pressure on emergency wards in public hospitals.

  • Participated in the "Let's fight the epidemic – remote Chinese Medicine Service" campaign with the Federation of the Hong Kong Chinese Medicine Practitioners and Chinese Medicines Traders Association to support patients undergoing home quarantine. 

  • Coordinated and mobilised Chinese medicine practitioners to support the government's "Together we unite – Chinese Medicine Covid-19 Rehabilitation Scheme". We provided up to 10 free consultations to each participant who recovered from Covid-19.

  • Rallied the Chinese medicine community to participate in the "100 Chinese medicine practitioners Clinic". A total of 139 doctors provided voluntary consultations and medical lectures online. Our efforts brought out the best in Chinese medicine and relieved the pressure on frontline medical staff.

  • Worked with local Chinese medicine industry representatives and SAR government officials to exchange views with the Central Government's Chinese medicine experts, who assisted in anti-epidemic efforts.

  • Provided "Traditional Chinese Medicine Service" with the Hong Kong Registered Chinese Medicine Practitioners Association and the DAB in many districts to help patients undergoing home quarantine.

  • Participated in the "Anti-epidemic activity" with local organisations to deliver 10,000 anti-epidemic packages to individuals or families in the community.

  • Attended press conferences and recommended ways to support anti-epidemic efforts using Chinese medicine, to relieve the pressure on frontline medical staff.

  • Explained the use of "Lianhua Qingwen ", "Jinhua Qinggan", and "Huoxiang Zhengqi" capsules.

Visited Seoul to conduct study for construction of a Chinese medicine hospital in Hong Kong

Promote the development of traditional Chinese medicine

  • Participated in preparatory work for the construction of a Chinese medicine hospital and served as the hospital's director.

  • Coordinated and successfully hosted the 18th World Congress of Chinese Medicine in Hong Kong in 2021. The conference's theme was "TCM Benefits Human Health-Opportunities and Challenges of Global TCM" to promote exchanges and cooperation between Chinese medicine and the medical profession around the world.

  • Attended the DAB roundtable meeting on "Development of Chinese Medicine in the Greater Bay Area" and offered valuable recommendations.

  • Supported young Chinese medicine practitioners to practise in public hospitals throughout the Greater Bay Area.

  • Led the Hong Kong Registered Chinese Medicine Practitioners Association to win the 7th International Award for Outstanding Contribution to Chinese Medicine.
